The father, the State, the government, and the police act as such in the political arena; it is the people who act on their own behalf, according to their economic and moral conditions. There are no more wills in existence than there are stones in the earth. But to men they are. There is no public interest that cannot be achieved, even at the expense of good manners and common sense. For example, in some societies people are generous and only use their wealth to gain the respect of other people. Some have a joyous laugh, and talk as of a present from heaven.
